Qualification

In order to take part in the program, subscribers must either qualify with an income that equals, or falls below 135% of the Federal Poverty Guidelines or be enrolled in certain programs:

Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps
Medicaid
Supplemental Security Income (SSI)
Federal Public Housing Assistance (FPHA)
Veterans Pension and Survivors Benefit
Bureau of Indian Affairs General Assistance (BIA)
Tribal Head Start If you meet the income qualifying standards
Tribal Administered Temporary Assistance for Needy Families
Food Distribution Program on Indian Reservations (FDPIR)

If you are in Arkansas, Arizona, Colorado, Indiana, Illinois, Iowa, Kansas, Louisiana, Maine, Maryland, Minnesota, Missouri, Nevada, Oklahoma (non-tribal), Pennsylvania, Rhode Island, Texas, Washington (not-tribal), West Virginia, and Wisconsin, they can help you out.

TerraCom has a slew of plans available, depending upon the state you live in. There may well be other plans, but Terracom has not been very forthcoming with that information. This plan includes 500 voice minutes of local calling and unlimited text messaging. There are no rollover minutes with this plan. Unused minutes will expire each month on the service expiration date.

Oklahoma Tribal

This plan includes 1,000 voice minutes of local calling, unlimited text messaging and 500 MB of data. There are no rollover minutes with this plan. Unused minutes and data will expire each month on the service expiration date. This plan is only available to Oklahoma residents residing in a tribal area.
